Livermore: Objective Data on MCD Regulation City of Livermore hired this research group to get them some actual defensibly objective data on MCD regulation. The result is not bad-- not quite ASA, but way better than the Rocklin memo or the Riverside white paper or any of that. Could be useful in a lobbying context--it is relatively accurate and it is certainly unbiased or slightly prohibition biased, but it still comes out with the clear message that regulated dispensaries can be relatively nuisance free. Livermore, I suspect, will nonetheless proceed to ban shortly. That is the nature of the "rational basis."
